The 3rd Canada-Japan Symposium on Peace and Security Cooperation
The Third biennial Canada-Japan Symposium on Peace and Security Cooperation (Vancouver III) was held in Vancouver, November 22-24, bringing together Canadian and Japanese foreign ministry and defence officials, academics and media representatives. This biennial symposium is an initiative that was recommended in the 1997 Job-Nishihara Report and endorsed by Prime Ministers Chrétien and Obuchi in the 1999 Canada-Japan Action Agenda for Peace and Security Cooperation. Mr. Paul Meyer, Minister and Deputy Head of Mission at the Canadian Embassy in Tokyo, chaired the symposium and suggested at its opening that the symposium be dedicated to the memory of Prince Takamado (1954 - 2002), who had done so much to promote closer ties between Canada and Japan.
Vancouver III addressed the issue of bilateral security and defence cooperation in the post 9/11 environment with a focus on opportunities for collaborative work on counter-terrorism, particularly in joint capacity-building for countries in the Asia Pacific region. On the broader security agenda, the emphasis was on translating common policies into practical cooperation, with the Canadian side introducing a list of proposals for collaboration touching upon human security, peacekeeping, peacebuilding, security sector reform, non-proliferation, arms control & disarmament (NACD) and defence. Japanese representatives welcomed this pragmatic approach and called for an early meeting to coordinate follow-up.
